Quebec Shuts the Door on Immigration for Most Temporary Workers and International Students

Today, the Quebec government announced the temporary suspension of the PEQ – Worker Stream, a Quebec Experience Program for temporary foreign workers.

The PEQ – Worker Stream was one of the few real options for those already working in Quebec to obtain permanent resident status. People who paid taxes, integrated into society, and were building their lives in the province are now left in limbo. The program is suspended until November 30, 2025.

The PEQ – Graduate Stream for international students was already closed in 2024. It was supposed to reopen on July 1, 2025, but it won’t — the moratorium has been extended to November 30, 2025.

By imposing such harsh restrictions, Quebec appears to be opening another door — BUT:

The government says that on July 1, it will launch a new pathway for those already living, working, or studying in Quebec, which will fall under the PSTQ (Regular Skilled Worker Program).

What does this mean?

  • PSTQ is a points-based program
  • PSTQ will not be accessible to everyone
  • The selection criteria will be stricter, and competition will be much higher
  • Instead of supporting those who have already integrated into Quebec society, the government is shifting to a points-based selection system — a lengthy process with unclear chances of success

This decision affects all temporary immigrants who did not apply to the PEQ – Worker Stream by June 5.

Quebec is systematically reducing pathways to permanent residence for those who already live and work in the province. The big talk about "new opportunities" is nothing more than a smokescreen, masking a closed-door policy.
